Novel: IBEX, A story about an Electronic Ground Based Spy System

The IBEX project was a direct result of the perceived need of one nation to clandestinely collect information about other nations for reasons of national security. The two superpowers, the United States and the Soviet Union (when it existed) each spent billions of dollars each year spying on each other. The news media was filled with stories about spies on one side or the other defecting, or spies being prosecuted, convicted, and sent to prison. These stories in the news media usually deal with the human side of intelligence gathering, referred to as HUMINT by the intelligence communities (CIA of the US, SAVAK of Iran, of the old Soviet KGB, and MOSSAD of Israel.) IBEX represent a much larger enterprise than just HUMINT. This is electronic intelligence gathering, referred to as ELINT.

IBEX is a fictional story of the people involved in developing, installing, and using an ELINT system during the Shah's reign in Iran. Although the actual titles of world leaders are used, the words and actions of these leaders are purely fictional. The story of IBEX portrays what impact electronic spying can have on world events and how world leaders might react to information so collected.
